Audit Function Overhaul: Building a Modern Structure for Future Success 

Challenge 

A government agency responsible for provincial tax compliance needed to modernize its audit function to better meet evolving service delivery requirements. CRG was engaged to conduct a comprehensive review of the agency’s current structure and operating model, identify talent management gaps, and develop a future-state organizational design. This design also included strategies for attracting and retaining the necessary talent.

Approach 

The project was executed in three phases: Diagnose, Assess, and Recommend. 

 

Diagnose: 

  • Gathered data to understand the current organizational structure, operating model, job functions, service catalog, capacity, and performance metrics 
  • Conducted over 30 Voice-of-Employee interviews and facilitated three forums with union employees to document organizational challenges 
  • Led multiple workshops to define the agency’s future vision, organizational structure, and performance management framework 

 

Assess: 

  • Analyzed the service catalog and identified the capabilities required to deliver existing services 
  • Assessed capacity utilization across relevant roles to inform future capacity planning 
  • Conducted market research to identify best practices, skill requirements, compensation benchmarks, and training/development frameworks 
  • Performed a gap analysis to compare current capabilities with the desired future state 

 

Recommend: 

  • Developed a new organizational structure aligned with the agency’s future operating model, introducing specialized roles, adjusted reporting relationships, and optimized spans of control 
  • Redefined job descriptions with specific education and experience requirements for each role 
  • Designed training and development strategies to equip staff with the skills needed to fulfil the future-state mandate 

Outcome

CRG delivered a future-state organizational structure that leveraged nine key drivers to overcome current challenges. The structure featured tailored job levels, profiles, and a performance framework aligned with the agency’s vision. To support the transition, a comprehensive roadmap was developed, detailing sequenced activities and change management strategies to ensure a smooth implementation.
